·       High level strategic planning and project steering.

·       Preparation of transfer documents, licences, contracts necessary for the creation of an autonomous, corporate entity. Assessing how these impact on the operation and management of the new corporate entity

·       Design of new organisation, standards of corporate governance, development of targetry, and modus operandi. Preparation of role profiles for key posts in the new structure. Creation of employee database and associated management information

·       Preparation of balance sheets and initial valuation of assets ad liabilities. Review and re-design of financial and accounting systems (in preparation for the next phase of ADB assistance). MIS specification and implementation plan covering financial management and customer accounting systems.

·       Identification of training needs and creation of training plan. Support in reviewing remuneration and benefits in the new entity.

·       Review and evaluation of existing electricity distribution network, development of standards/guidance for the safe planning, design, construction, operation and maintenance, including quality assurance techniques. Policy and processes involved in extending access to electricity in West Zone.
