The Ministry of Water Resources and the Nepal Electricity Authority recognised the need to gain a better understanding of the cost drivers for hydropower in Nepal and assess ways in which the cost of production could be reduced to levels achieved elsewhere.<br /> <br /> Nepal possesses at least 43,000 MW of economically feasible hydropower potential, which could make an important contribution to the country s economic and human development by the provision of cost efficient electricity to the economy at large; by improving household access to electricity; and by contributing to GDP growth through increased exports to India. However, despite the significant potential and despite the efforts of the Government of Nepal to facilitate the development of this potential, relatively little hydropower generation capacity had been built.<br /><br /> The objective of the study was to identify barriers to hydropower development and to make recommendations to remove or reduce the impact of these barriers. In order to help to identify barriers a thorough review was carried out of the existing data and the extensive range of existing reports and analysis of the hydropower sector in Nepal. However, a key component of the study was the survey of interested parties, in which the opinions and views of a broad spectrum of decision makers and influencers were sought. This included potential hydropower investors and financiers both from within Nepal and also the wider international market. A questionnaire was developed to ensure that views were captured in a consistent, structured and measurable way. Based on views gathered during the inception phase, 54 issues which could be considered to be potential barriers were identified. These were broken down under five main headings in the questionnaire: Country issues (9); Institutional issues (13); Financial issues (1 7); Social and environmental issues (5); and Construction and operational issues (10). <br /><br /> The final report analysed the findings of the survey and also included an analysis of the costs of hydropower in Nepal compared with other countries. Relative political instability in the country was - understandably - identified as a significant barrier, particularly by international investors and financial institutions. Other major issues are the poor infrastructure (in terms of roads and access to the transmission network) and the lack of an up-to-date, coordinated hydropower development plan or transmission plan. Some of the  institutional aspects were also perceived as serious barriers, particularly the policy framework and the lack of coordination between the various authorities and agencies. <br /><br /> In analysing and assessing barriers to hydropower development under the study, the focus of proposed recommendations was on those barriers amenable to mitigation through improved policy and practice, and a number of specific recommendations were made to remove barriers. The study concluded with a conference at which the study team presented an overview of its findings and recommendations to interested parties. <br /><br /> </p> <p class="footnote">* Please note that we maintain commercial confidentiality regarding work undertaken for customers.
