The main objectives of the project were to assist the Government and the Dhaka Electric Supply Authority (DESA) to: corporatize DESA; introduce modern management information systems; and integrate the new company into the power network as a distinct power distributer.<br /><br /> Work commenced in 2005 but it soon became clear that there was concerted opposition to corporatisation and, after consultation with ADB, work was suspended following threats to the consultant s staff. The project was eventually restarted in 2007.<br /><br /> On mobilisation in September 2007, the Consultant was presented with a clear set of requirements from the Power Secretary, including the need for the migration from DESA to a new corporate entity, Dhaka Power Distribution Company (DPDC), to be completed by 31 December 2007. Consequently, the emphasis was on enabling a transfer of DESA business to DPDC on 1 January 2008.<br /><br /> BPI developed a migration plan incorporating proposals for the key enabling steps to achieve the required transfer date to be achieved. This required a particular focus on the HR issues and included: a proposed organogram for the new company; criteria for the selection of senior staff for DPDC; and job descriptions for key roles. To support the Government, DESA and DPDC through the process the Consultant also prepared a communication plan including a staff announcement, a set of predicted questions from staff with draft answers and a staff preference form.<br /><br / In addition to the HR issues, BPI:<br /> <ul> <li>developed a high level business plan and financial model of DPDC s activities;</li> <li>developed a range of detailed recommendations on good governance;</li> <li>identified the principal activities where customer service could be improved; and</li> <li>identified the processes which the management information system should provide, drafted the 'Financial Management Information System' statement requirements for a two-stage bidding procurement process, and provided an indicative budget and project timeline.</li> </ul> <br /> Detailed recommendations were made that would guide DPDC in:<br /><br /> <ul> <li>restructuring the balance sheet and monitoring and achieving its financial plans;</li> <li>meeting its target staffing needs and performance, adopt market practice with regard to staff pay and benefits, and ensure improved governance and smooth migration from the old to the new organisational structure;</li> <li>improving its customer service; and</li> <li>ensuring the smooth implementation of the management information system project.</li> </ul> <br /> The Government and DPDC accepted BPI s findings and recommendations, and proceeded to implement them. <br /><br /> </p> <p class="footnote">* Please note that we maintain commercial confidentiality regarding work undertaken for customers.
