The transfer of operating rights has become the core of the privatisation model for electricity distribution in Turkey.<br /><br /> BPI s role was to advise the consortium on the feasibility of the business in order to support the decision to proceed with entering into the long-term operating contract. The investors required technical, financial and economic input as part of preparing for the potential purchase of the transfer of operating rights. This covered an assessment of existing technical and commercial operation and the development of an operating and investment plan, with supporting technical, economic and financial analysis for the distribution network and the associated retail services business.<br /><br /> Key tasks in the preparation of the feasibility study included:<br /><br /> <ul> <li>assimilating and evaluating information from published sources and identifying, clarifying and assessing the impact of potential changes;</li> <li>due diligence, including site visits and reviews of specific installations/projects;</li> <li>reviewing, and where appropriate proposing enhancements, to the current operating, staffing and investment plans;</li> <li>incorporating international benchmarking and performance data; and</li> <li>constructing a financial model for the project (incorporating regulatory accounting guidelines tables); conducting sensitivity and other relevant analyses on future project profitability</li> </ul> <br /> BPI advised the consortium on the risks and opportunities faced by the business and made a number of recommendations to improve the performance of the utility.<br /><br /> As a result of this work BPI was subsequently appointed by a different consortium to undertake a similar study of another distribution business that was also subject to a long term operating concession. <br /> </p> <p class="footnote">* Please note that we maintain commercial confidentiality regarding work undertaken for customers.
